You can use the enforce topics feature to ensure that your team marks each conversation with the appropriate topic.

This configuration is available at the team level. You can enforce this feature for some teams and leave it open to other teams.

You need to have an owner or admin permission to enforce adding topics.
Enforce adding topics
Go to Account Settings, then Teams. Now you can select the team you want to edit its policy and click the pencil icon.
Locate Topic Selection and toggle the feature on
How does the Force Topic Selection feature work?
We will check if a user or a bot has added at least one topic to the conversation since it was opened. If not, the close conversation icon will be disabled until the user adds a topic.
